If you can't get the stains off of her vinyl, and you do not want to paint her, you might could try to dye the areas with Rit dye. Some vinyl takes dye quite well. I used to customize My Little Ponies, and I used rit dye on them often.

If not Rit, you might be able to stain the area with something else, such as sharpie or furniture stain pens, just be sure to clean off any excess.

Sheila, I believe that Anna's suggestion may be the way to go, since the stains seem to be a bleaching of the vinyl (maybe somebody tried to clean her and made it worse?)
When I got her, the seller said it was makeup! No way Jose!
